OPERAS is the Research Infrastructure supporting open scholarly communication in the social sciences and humanities (SSH) in the European Research Area. Its mission is to coordinate and federate resources in Europe to efficiently address the scholarly communication needs of European researchers in the field of SSH.
By fulfilling its mission, OPERAS provides the research community with the missing brick it needs to find, access, create, edit, disseminate, and easily and efficiently validate SSH outputs across Europe. In one word, OPERAS unlocks scholarly communication resources and enables the whole field to reinvent itself in the new Open Science paradigm.
About the role
Finance Officer’s responsibilities include handling the financial day-to-day operations, controls, and reporting. The role also involves coordinating the accounting and ensuring records systems are maintained by generally accepted auditing standards. They support the Chief Financial and Administrative Officer (CFAO) and maintain the internal procedures and policies relevant to the position. They work with the Finance and Administration Team under the supervision of the CFAO.
Responsibilities
Financial Activities:
- Provide bookkeeping for the Organisation and quarterly VAT declaration in liaison with OPERAS’ accountant in Belgium;
- Reconcile purchase orders or contractual expenditures with invoices;
- Manage the administration of invoices payable and receivable and ensure timely and accurate payments according to OPERAS’ financial procedures;
- Manage the employees’ reimbursements;
- Organise and update financial overviews such as travel and purchases overviews;
- Organise, document, and archive relevant documentation; keep files complete and up to date and maintain quality and accessibility of archive and files; conform to administrative and filing procedures;
- Support the preparation of the yearly books’ closure;
- Support internal and external audit exercises and provide necessary financial data and supporting documentation.
Payroll Activities:
- Provide monthly updates on the salary consolidation overview and check, report, and correct errors where necessary.
- Update monthly the salaries average in the timesheet management tool.
Project Administration:
- Provide quarterly reports, budgetary controls, and up-to-date overview of the financial projects’ status to the project manager(s) and CFAO;
- Check periodically (monthly) project travel and other costs than personnel costs booked to the project;
- Support the project manager(s) and other project staff, prepare timely, complete, and accurate financial reports for European-funded projects and other programs, according to guidelines and complying with the financial procedures.
Relationships:
- Daily with the CFAO;
- Secretary-General and the other OPERAS Coordination Team (OCT) members providing administrative support as required;
- OPERAS projects and programs manager(s) and representative(s) to provide consolidated expense reports and advice on project finance administration matters as needed.
Skills, Competencies & Experience
- Demonstrated experience in financial bookkeeping and account management;
- High level of integrity and discretion in handling confidential and sensitive situations and matters;
- Excellent written and verbal communication skills;
- Advanced Excel and analytical skills;
- Team player with excellent interpersonal skills;
- Proactive and able to work effectively with minimal supervision;
- Excellent organizational skills and paying attention to detail;
- Able to prioritize tasks and manage multiple activities;
- Ability to work under pressure and work with conflicting deadlines;
- Fluent in English; Speaking French or Dutch, in addition, is an asset.
